Cuomo Appoints 6 New Board Members; Beloten Out, Munnelly New ChairGovernor Cuomo quietly named six new Workers’ Compensation Commissioners and appointed current Board member Kenneth J. Munnelly as Chair. Munnelly has been Vice Chair and a Board member since 2013. He previously served as Board general counsel. Taking his place as Vice Chair is current Board member Freida Foster, who has been a Board member since 2009. The State Senate ratified the appointments on June 17, 2016.
The six new commissioners are: Mark Stasko, former director of risk management for Onondaga County; Frederick Ausili, former manager at UPS; Margaret A. Barberis, occupational health manager for Cascades, Inc.; Ursula Levelt, counsel to Transport Workers Union Local 100 in New York City; Clarissa M. Rodriguez, a staff attorney for the Legal Aid Society; and Steven A. Crain, an attorney for the Civil Service Employees Association.
Chairman Robert Beloten, along with Commissioners Richard Bell, Candace Finnegan, and Conrad Lower were not reappointed to the Board. Governor Cuomo reappointed current Board members Mark Higgins and Loren Lobban in addition to Foster. Board members Linda Hull, Ellen Paprocki, and Samuel Williams still have time remaining on their terms.
The new appointments bring the Board composition back up to the full complement of 13 commissioners. The Board has been operating with vacancies since the end of 2014.
