Ms. Belka has developed a highly focused concentration in the defense of workers' compensation claims. She represents insurance carriers and self-insured employers in a wide range of workers’ compensation claims under the Workers’ Compensation Law. She prides herself on thorough analysis and pragmatic recommendations for conflict resolution.

Prior to joining Hamberger and Weiss in 2010, Ms. Belka practiced Workers’ Compensation Law in California’s central valley, representing injured workers, primarily farm laborers and factory workers. Drawing on her previous work representing claimants, she has unique insight into the litigation process as seen by claimants and their counsel that allows her to effectively negotiate agreements favorable to her current clients, often in lieu of protracted litigation.

Ms. Belka received her Bachelor of Sciences degree, from the University of California, Davis in Environmental Policy Analysis and Planning. Before entering law school she served in the AmeriCorps VISTA program in Baltimore, Maryland. She graduated from the University of California, Hastings College of the Law with a concentration in International and Comparative Law. She was a founding editor of the Hastings Race and Poverty Law Journal. She also served on the editorial board and co-authored an article published in the West-Northwest Journal of Environmental Law and Policy.

Ms. Belka is a member of the New York State and Erie County Bar Associations. Outside the office she enjoys cooking, traveling and spending time with her family.
